Water plants in September

Every year I know it must be September when the still waters get covered with these very small water plants making it look as if it was a huge flat grass carpet. The swimming birds leave very small traces as they go trough it. I only see a small water black spot.
Every year as I see the plants I think of the story I was told of my father-in-law's brother who as a little toddler lost his life in the green covered dark waters.
